Voice Tiers

Customer-facing rate tiers. Each tier sets the credits-per-char charged to customers for voices in it (unless a voice carries its own override). Rate changes are audit-trailed — the prior rate is preserved in history. Provider cost lives on the rate-card tree; margin is on the Voice Margins page.
